Star Trek: The Next Generation fleshed out the Klingons to an impressive degree. They taught us that Klingons were expected to depose their Captain. If he failed to behave like an honorable Klingon, they had a duty to remove him from power.
There is value in this brutal practice. Subordinates had a viable means of compelling the ruling caste to behave. Government sanctioned this method and society approved.
There is a problem with political systems that place people in power. Those positions end up filled by people who crave power over others. And these people are the worst sorts of people to have in power.
The Klingons have a solution. If you fail to meet the standards dictated by the culture, they may remove you from power, by force if necessary.
Force is always a tricky thing, because of that dangerous point that the biggest gun can thereby win in any case. But the inescapable fact is that this is always the case. The current system denies that option to those not currently in power. The Klingon system does not. Even the Klingon system has a non-violent default system for social resolution. But the Klingons refuse to ignore the fact that violence is always present in negotiations. This is true even if we refuse to look at it.
